feat: init import of agentic security project

Proposed changes

as requested by @SClinton @guerilla7 as part of the OWASP agentic security project (sub-project)
this is until we have a more permanent github strategy for sub-projects (WIP)
also adds Ron as a CODEOWNER for this path
