iOS 11.0 - Wrapper SDKs - Cold Start open event

  • Fixes notification open event not firing on cold start on iOS 11 for some wrapper SDKs
    • Cordova, Unity, and possibility others
  • Note, doesn't effect native apps as the issue was related to using init with a nil app_id
