对于一些新的 AI 加速芯片，如昇腾、昆仑芯等，通常不会安装 CUDA 编译包，只安装 oneflow-cpu 和 npu/xpu 安装包。
因为没有 CUDA 编译包、不支持 placement("cuda", ranks) 的创建，运行时会报错。
现在改为接受传入的设备参数，或者根据 tensor 现有设备创建 placement。
