[collector] feat(backend): add dump config (#4386)

Proposed changes

• Add a configuration/ directory for collectors.
• Add collector metadata to pyproject.toml under [tool.cmw].
• Add a JSON metadata file for the collector.
• Pass the CollectorDaemon to each collector

Testing Instructions

1. Run an collector with --dump-config-schema.
2. Check the schema is printed
