Added a patch to a Makefile so locale files get installed. |

You gave some advice during the w3m 0.5.5 of changes to consider which I said at the time I will do during the following release. I no longer have the notes given at the time. Please advise if an other changes are needed.
I only recall this to remove from Makefile:
CONFIGURE_OPTIONS+= --sysconfdir=/etc
CONFIGURE_OPTIONS+= --libexecdir=/usr/lib
