Implement complete interface for railway traffic conventions:
- Add TrafficSide methods to DataService and UiInteractionService
- Add editor properties panel with left/right selection
- Add translations for all labels and tooltips
Allows users to configure left-hand vs right-hand traffic conventions according to regional railway standards.
