Remove notifier modules and configuration elements that depend on Brevo (formerly SendInBlue). This older component has not been used in production in the last 3 years as systematic notifications over email is too noisy for the current scale of the product. Removing these proprietary dependencies reduces the vulnerability surface and decreases the maintenance burden. Operators will still be able to use their own email infrastructure if they so wish.
