We occasionally encounter an issue where a motor gets jostled because of another motor, and the stall is not detected until the next time that motor tries to move. This would make the protocol fail in an unrecoverable way instead of running through stall error recovery.
This creates a new idle check that makes sure the motor stays where it is when idle and otherwise sends a collision detected.
