This PR adds an offline backup script, along with a
justrecipe for setting up a systemd service/timer for it. The script was pretty simple but the setting up of an environment file/service/timer was a bit of extra work 😅 The important thing here is that changes to thetechbloc-backup.envfile shouldn't cause a conflict on git, so they can be changed directly within the file.
