The ability to set conditions for survey questions was only visible is "Show Alpha features" was toggled. This removes the "alpha" status from the "conditional survey" feature (now that #918 is fixed) so that all users are able to see and use it.
This also displays conditional prompt items for private chat prompts (with an icon button showing/hiding the conditional editor).
