Fix funlen linting for multiple functions

• openapi_update.go - moved v3 layer code to seperate function
• capabilities-generator
  • moved defaults to global fields
  • made function for generating topLayer
  • made function for generating nestedLayer
• createOrUpdateAllForWMSWFS
  • made seperate function for creatingallconfigmaps

fix cyclop linting for main.go

• remove duplicate code for creating webhook for wfs

removed old crd (wfsen, wfsen instead of wms, wfs)
