wfs service validation finished

Description

wfs spec.service validations are done (except for featuretypes)

• added patterns for metadata identifiers
• added pattern for otherCrs
• fix servicemetadaurl.csw is not required
  • capabilities-generator now checks whether csw or custom is set
• custom.href now uses generic url type
• admission test for inspire, metadata IDs must be unique
• pattern for inspire.language
• fixed mapfile validation, by requiring name
