Merge conflict resolutions: - Makefile: Combined profile-based build system from dev with selene-specific build targets (build-selene, install-selene-dev) - crates/pecos-qulacs/build.rs: Used dev branch's profile-based optimization and macOS compiler override fix, while preserving is_release variable for Windows and EIGEN_NO_DEBUG compatibility Key changes from dev branch: - Improved LLVM download retry logic with checksum verification - Enhanced C++ dependency download with exponential backoff - Added "main" branch support to all workflows - Fixed Python/Julia release workflow tag triggers - Added Go language bindings - Various Python API improvements and reorganization
