添加CMakeLists.txt，支持使用cmake编译，主要是修改了某些类的参数初始化列表的初始化顺序，以解决使用cmake编译产生的reorder警告
修改Logger.h里的_DEBUG宏为XOP_DEBUG宏，解决LOG_DEBUG未定义的bug

windows下编译cmakeList需要添加target_link_libraries(rtp_h264_file xop net pthread ws2_32 iphlpapi)
