bump rust version to 1.93.1 et al

• (Windows) LLVM 21.1.7 -> 21.1.8
• (Windows) 7Zip 25.01 -> 26.00
• (Windows) Git 2.51.0 -> 2.53.0

Thank you for the PR. There's already a PR that is updating rust and doing other cleanup: #27 , i will add the zip and git versions into that update.
We cannot update LLVM to 21.1.8 yet since this would require us to build llvm on windows and do more testing downstream (https://github.com/PLC-lang/rusty)
