chore: add security resolutions and fix deprecation warnings

• Add yarn resolutions for form-data, qs, and tmp to fix security vulnerabilities
• Move onBrokenMarkdownLinks to markdown.hooks for Docusaurus v4 compatibility
• Update Docusaurus packages from 3.8.1 to 3.9.2
