feat: panos_logical_router and panos_logical_router_vrf support #649

This change adds support for the basic ARE components, logical routers, vrfs and static routes.

Note this PR does not include vsys support for logical-routers, because this will require a change in pan-os-python and then the panos_logical_router module updated to set vsys_importable, etc.

I swapped this back to draft after discussing with the requesting user, Vsys support is required so this PR now pends on this one in pan-os-python: PaloAltoNetworks/pan-os-python#606
