What Does This PR Do
This PR splits code/game/machinery/computer/buildandrepair.dm, which contained circuit boards and computer frames, into code/game/machinery/computer/computer_frame.dm and code/game/objects/items/circuitboards/.
Why It's Good For The Game
Moves code into appropriate places and clears space for work related to computers.
