What Does This PR Do

Adds the NGCR to Emerald/Diagoras

Why It's Good For The Game

There's an event being planned for the NSS Diagoras, so it's nice to have the new engine. Also it's a cool engine

Look good! One minor gripe with the entrance looking a little awkward with the table in the middle. Perhaps we can move this table up against the walls?
