This PR adds connection tests using the client to the infrastructure created. This extends the validation that is already in CI.yaml to not just test the presence of the URL but also that they actually work.
This also includes a change that the variables will be conditionally written based on the mode chosen.
We do similar things in some other setup actions, but we haven't done it everywhere yet. Since we are already touching the repo action, it makes sense to apply some people scout rules.
