t/run/todo.t: Skip -DDEBUGGING tests unless Configured

Can you explain why we should do this? This test file has existed for several years now, which means it's been run under -DDEBUGGING on CI or test-smoke 1000s of times.

Because when not under debugging, it prints out that these todo's passed. This is unnecessary noise, and misleading because they haven't been fixed; they just need debugging to fail.
