hub registry: migrate tikv/copr-test images to cloud-accessible registries

• pull_integration_test.groovy

  • OCI_ARTIFACT_HOST: hub-zot.pingcap.net/mirrors/hub → us-docker.pkg.dev/pingcap-testing-account/hub (Google Artifact Registry, consistent with tiflash/ticdc latest pipelines)
