Modernize Build System and Improve CI Workflows

Summary
This PR modernizes the build configuration, cleans up Kotlin code from auto-lint tool, and improves automation workflows.

Changes

• Migrates TeamCode from Groovy to Kotlin DSL while preserving all previous settings.
• Updates CI workflows to improve ktlint behavior for pushes vs pull requests.
• Adjusts Dependabot settings to reduce noisy update PRs.
• Updates README with clearer guidance on dependency management and repository maintenance.
