So it seems that macos-13 is the last freely available Github hosted macOS runner with Intel based CPU. I tried to rebuild SoftHSM 2.5.0 with both OpenSSL 1.1.1 and OpenSSL 3.0 on ARM based Mac but Pkcs11Interop.X509Store.Tests crashed with both of those builds. So we'll stick with macos-13 runner for as long as possible and then we'll see...
