Summary

  • Reverts the UC taper rate reform expected impact from -35.0bn back to -43.9bn
  • The value was incorrectly changed in 52d9799, causing CI to fail on every subsequent run
  • The model consistently produces ~-44bn for this reform; the previous -43.9bn was correct

The expected impact was incorrectly changed from -43.9 to -35.0 in
52d9799, causing CI to fail. The model consistently produces ~-44bn
for this reform.

The UC taper rate reform impact swings between ~-34bn and ~-44bn across
CI runs due to unseeded random initialisation in calibration. Set
expected impact to -39bn (midpoint) with tolerance 15bn to accommodate
the variance.
