Add back test that was failing due Save-PSResource with ConvertFrom-StringData error

PR Summary

Save-PSResource (and subsequently Install-PSResource against the saved .nupkg) when installing from a local repository were broken due to how local files were handled when parsing their name and filenames. This was fixed in #1817 so adding back this test now.
