[CI] Set explicit uv version in gh-actions and send authenticated requests to reduce flakiness

Description

I reviewed a couple of CI runs failing due to rate limits and gh-actions not being to find the uv version. I've updated the gh-action as it has been described in the workflow repo and pinned to a min. version in the workflow. Could you please review?
