Closes #5107

Draft release for the 0.25 branch. I think there's a couple things we're still aiming to merge:

There are lots of other good bits which I will try to help review in time!

I am travelling to PyCon next week, TBC if I push this before then or while I'm at the conference.

We should probably sort out #5131 so 3.14.0b1 isn't broken.

I have just rebased this and propose to push it tomorrow.

I think we have a couple of CI issues, I argue both of these are non-blocking and can be fixed post-release:

  • Caching issue with 3.7 builds
  • FFI check on windows failing for 3.14 - needs investigation but thought to be a check issue rather than an issue with the definition.

Release is underway in CI: https://github.com/PyO3/pyo3/releases/tag/v0.25.0
