FIX: pin jax=0.6.2 to all workflows

This PR pins jax==0.6.2 for

• publish
• ci (already done in [likelihood_ratio_processes] Update structure and SyntaxWarnings #497)
• cache

TTP Error 503: Service Unavailable

while trying to read from GitHub.

I have been getting a few unicorn pages this morning so I think there may be a current issue with GitHub availability.

Yes, I need it to be merged and publish for Tom's class tomorrow.

I think it is safe to merge given it is just pinning the package versions : )

(Pages and actions looks fine so we might be able to publish it?)

The publish will likely still fail as it is failing to pull information from GitHub via urllib.

Let's give it a go and see.
