This PR keeps the file upload configurations the same as they were in the legacy appserver, since it has not yet been finalized whether to use the gateway file upload endpoint or to recreate it for the appserver-jersey for now. |

Summary
This PR adds new charts for the Radar Appserver Jersey. This is similar to the Radar Appserver, but it uses the Jersey framework instead of Spring Boot.
