Update matchms from 0.30.2 to 0.31.0

Updates the matchms package version across all 15 tools in the suite.

Changes

• Updated @TOOL_VERSION@ macro in macros.xml: 0.30.2 → 0.31.0
• Reset Galaxy wrapper versions to galaxy0 for:
  • matchms_convert.xml (was galaxy2)
  • matchms_split.xml (was galaxy1)

All other tools already had galaxy0 wrapper versions and required no changes beyond inheriting the updated package version from the macro.
