Contribution description

This PR adds configuration for murdock build priorities (which are not yet finished).

I'l like to get this merged already, as ci-staging.riot-os.org (our testing installation, the necessary murdock changes are currently deployed there) is using the same configuration.
(The configuration and / or it's exact format might change still.)

(apparently the added option might turn the whole file invalid for ci-prod :( )
