[MIOpen][CK Builder] Remove CK builder integration

[DarylHawkinsAMD]

Motivation

This PR removes the MIOpen CK builder integration introduced in #3044, #4123, and #4570 while keeping the work done in #3522.

Technical Details

• Removed CK builder factories
• Removed CK builder tests
• Removed some CMake infrastructure
