fix(desktop): improve action bar's visibility logic

1. Avoid triggering mouseleave when the mouse moves from a parent element to a child element positioned with absolute.
2. Close the dropdown menu and hide the action bar when clicking outside.
3. Add a transition effect to the action bar when its visibility changes.
