800+ files is a little scary. But I trust you with the infrastructure for building which I glanced at, and take upstream's word for it for files below src/tbb
Might be easier as two PRs, or squashed commits with 'packaging' and 'upstream' delineated.

Main changes here are done to accommodate the switch to CMake for building oneTBB, and updating the DESCRIPTION to indicate that the UXL Foundation is now a license holder. I've retained Intel as a license holder since their name is still included as part of the copyright on some bundled files still.
