chore: add missing smoke and e2e tests

What/Why/How?

• Added an http $ref to smoke tests (to cover fetch errors in different environments)
• Added e2e tests on configurable rules severity override (following up fix: resolve problem with severity change for configurable rules #1811 and fix: validate configurable rules severity overrides correctly in config #1872)
• Updated CLI versions in the benchmark
