What does this PR do?
This PR introduces SIPAP as a new payment method.
SIPAP (Sistema de Pagos del Paraguay) is the Central Bank of Paraguay's automated, real-time interbank transfer system established in 2013 (and improved in 2022 with instant payments). It connects financial institutions to process high-value payments, ACH transfers, and instant payments (via SPI), enabling secure, 24/7 electronic transactions in Guaraníes (local currency).
