ROS Buildfarm pull request testing webhook

@MatthijsBurgh @EzraBrooks Could one of you add a webhook that's needed for enabling testing of pull requests on ROS buildfarm?
The instructions are on this ROS wiki page, I've already added the entries in rosdistro.

I have followed the steps, so it should work. Let me know whether it works. Close it when it works.

@MatthijsBurgh The hook worked only one time and then it stopped working. Did you change something?

Yes I told you I changed the settings.

I changed it back

Though the invitation is still pending, so this might be cause for it to not show up in the PR checks
