Added the InitialPoseRestorationPolicy to the Registry

As in the description. To set the policy in the registry, create a .setreg file in the project's Registry directory, and add:

            "InitialPoseRestoratonPolicy": "never"
        }
    }
}

Alternatively, you can add a flag to the GameLauncher launch command: --regset="/O3DE/ROS2PoseControl/InitialPoseRestoratonPolicy=policy"
