Set default apiModelId for Mistral API and update UI to always show API key link.

• Behavior:
  • Set default apiModelId to mistralDefaultModelId in MistralHandler if not provided.
  • Prepend system prompt to messages in createMessage() in mistral.ts.
• UI:
  • Update ApiOptions.tsx to always show Mistral API key link, regardless of key presence.
  • Remove conditional rendering of Mistral API key link in ApiOptions.tsx.
