Clean up some translations

Refactor telemetry translation keys in TelemetryBanner.tsx and move them from common.json to welcome.json across multiple languages.

• Component Update:
  • In TelemetryBanner.tsx, updated translation keys from common to welcome namespace for telemetry-related text.
• Translation Files:
  • Moved telemetry-related keys from common.json to welcome.json for languages including ar, ca, cs, de, en, es, fr, hi, hu, it, ja, ko, pl, pt-BR, pt, ru, tr, zh-CN, zh-TW.
  • Cleared common.json files for these languages.
