Add telemetry for prompt enhancement

Add telemetry for prompt enhancement by introducing a PROMPT_ENHANCED event in the telemetry service and capturing it in the webview message handler.

• Telemetry:
  • Add PROMPT_ENHANCED event to PostHogClient.EVENTS.TASK in TelemetryService.ts.
  • Implement capturePromptEnhanced() in TelemetryService to log PROMPT_ENHANCED events.
• Webview Message Handling:
  • Capture PROMPT_ENHANCED telemetry in webviewMessageHandler when a prompt is enhanced.
