Make listing tools respect auto-approve settings for outside of the workspace

Update tools to respect auto-approve settings for paths outside the workspace and update UI translations accordingly.

• Behavior:
  • listCodeDefinitionNamesTool and listFilesTool now check if paths are outside the workspace using isPathOutsideWorkspace.
  • Updates ChatRow.tsx to display different messages based on whether the path is outside the workspace.
• Localization:
  • Adds new translation keys for outside workspace operations in chat.json for multiple languages including ca, de, en, es, fr, hi, id, it, ja, ko, nl, pl, pt-BR, ru, tr, vi, zh-CN, and zh-TW.
