Improve local evals by updating logging paths, documentation, and configuration settings.

• Behavior:
  • Change logging directory to /tmp/evals/runs for non-Docker environments in runEvals.ts and runTask.ts.
  • Remove newTab option from runTask() in runTask.ts.
• Documentation:
  • Update README.md to replace Docker command with pnpm evals for starting the evals service.
  • Remove alt text from images in README.md.
• Configuration:
  • Remove commented expose lines from docker-compose.yml for db and redis services.
• Settings:
  • Update lastShownAnnouncementId in global-settings.ts to "jul-09-2025-3-23-0".
