Make enhance with task history default to true

Important

Change default includeTaskHistoryInEnhance to true across backend and UI components.

  • Behavior:
    • Default value of includeTaskHistoryInEnhance changed to true in ClineProvider.ts and webviewMessageHandler.ts.
    • Affects task history inclusion in enhancements.
  • UI Components:
    • Updated PromptsSettings.tsx to use true as the default for includeTaskHistoryInEnhance.
    • Updated SettingsView.tsx to reflect the new default value.
  • Context:
    • Updated ExtensionStateContext.tsx to initialize includeTaskHistoryInEnhance to true.
