ci: add npm publish workflow

Summary

• add a tag-triggered GitHub Actions workflow to publish @routevn/creator-model to npm
• align the workflow with the trusted publishing pattern used in sibling RouteVN packages
• run tests before publish since this package publishes source directly

• bun run test

• npm Trusted Publisher still needs to be configured for this repository and workflow
