This pull request introduces several updates to the SAFE-Chat project to modernize the .net framework, tools stack, build system, improve documentation, and update dependencies and development workflows. The most significant changes are the migration to .NET 8, replacement of Suave with Giraffe, and the addition of a comprehensive project guide for contributors.
