Ignoring any clipped channel will disable a station with no colocated SM instrument, thus slowing down detection (VS still uses clipped instruments for detection-location, and skips them for magnitude). It should be optional ? Or it should be done for stations with collocated instruments only?

The eewenv library provides information on whether channels are clipped. The purpose of this feature is to use this info to ignore clipped envelopes in scfinder. Also PGA made up from any envelope later that the FInDer buffer should be ignored.
