skip the 'NOTES2CHANGE' from 'add_NOTE_APPLY_ORDER' and 'delete_NOTE_APPLY_ORDER' as they will be handled separately. handle section state file of enabled solution in 'change_note_names' to prevent errors later during 'solution revert'
