Enabling LWCC for namespaced Unlocked package

Description

LWCs in package configured with isExposed=true to allow creation on namespaced unlocked package.
Added support for reverse in cartesianCategoryAxis

Motivation and Context

Allowing to maintain your own unlocked package from the LWCC sources.

How Has This Been Tested?

Checked the LWCC LWCs can be used within c/ namespace LWCs.
